WAYS OF BUILDING THE INFORMATION SOCIETY IN UKRAINE

The article examines research in the field of information society, various approaches to the characteristics of modern Ukrainian information society and the features of information and communication society in Ukraine.

Key words: information, information society, information politics, the approaches of information and communication society.

У статті аналізуються дослідження в сфері інформаційного суспільства, різні підходи до характеристики сучасного українського інформаційного суспільства та розглядаються особливості формування інформаційно-комунікаційного суспільства в Україні.

Ключові слова: інформація, інформаційне суспільство, інформаційна політика, різноманітність підходів до інформаційно - комунікативного суспільства.

 

Main strategic objectives of the Information Policy of Ukraine - is to ensure the transition to a new phase of our country and building the information society and its entry into the global information community.

All states are considering the construction of highly developed information society as the basis of their socio-economic, political and cultural development and conduct of targeted government information policy. Information of different countries varies from their socio-economic and cultural development.

Today we can identify four main types of policies:

- The policy of regulation of mass communication and other information institutions ("audiovisual" or "information policy");

- The policy of developing government institutions ('telecommunications policy, information policy);

- The general social policy development and implementation of information and communication technologies (policy information society, knowledge economy, etc.);

- A comprehensive information policy ("communication policy").

The first approach is typical for most countries. Information support of the state is obtaining, using, distributing and storing information. The second approach has mainly to countries with backward economies. Information support is to use the tools of information in state institutions and national economy. The third approach is typical for developed countries that recognized the need of general social transformation based on implementation of information and communication technologies and is actively engaged in this process. This approach is aimed at rapid information-technological breakthrough. In this case, information provisions - a set of mechanisms for the state of development, use and implementation of advanced information and communication technologies in all spheres of life to build an information society. The fourth approach, information is the development of information society in general scope, covering not only the media but also telecommunications, information systems and resources, the totality of production and relations connected with the creation, storage, handling, performance, communications in all its forms [1].Under conditions of a socially-oriented market economy and civil society, the state has to facilitate transparency and efficiency of public administration at the highest confidence of the people.

The state's role in ensuring information is:

- Development of legislation,

- Administrative regulation that encourages investment, the development of fair competition in the fields of information industry

- Improvement of education system

- Public provision of social services through information and communication technologies

- Providing information services of civil society structures and population on the basis of mass exchange of information and mass communications,

- Account of public opinion in developing solutions

- Creating the conditions for growth of the information sector of the national economy;

- Support innovative projects and creation of information systems development in priority sectors;

- Ensuring information security and information security;

- Ensuring equal participation in international division of labor.

Note that the creation of such conditions is most acceptable for Ukraine in terms of modern information society. You should use the advanced international experience and achievements, that on the basis of domestic scientific capacity to receive solutions to global standards.

It should be noted that in recent years is a change in the minds of civil servants. They need information support, because it is faster and improves decision making. G. Simon, D. W. Smitburh and Thomson believe that the problem with much of government information is that she came on purpose and was not used undesirable way [2, 192].

National Information and communication sphere Ukraine is designed to provide a common information space. Meanwhile, Ukraine is gradually within the European and global information infrastructure. In the 1990's Ukraine did not have sufficient funds and production capacity for self-creation and development of national information and communication industry and was forced to raise funds for this purpose, technique and technology of developed countries.

The main function of the state in the process of building the information society are priorities of socio-political and socio-economic development. It should be noted that in many post-Soviet countries the process of building the Information Society provided at declarative level, but its actual implementation did not happen. If so, can highlight areas of public policy in the information field. First of all, it concerns the allocation of state funds for programs of the Information Society.

In Article 4 of the Law of Ukraine "About information" says that the legislation of Ukraine on information of the Constitution of Ukraine, this Law, legislation on specific industries, types, forms and media, international treaties and agreements ratified by Ukraine, and the principles and norms of international law[3] .

The current way of creating an information society in Ukraine is reflected in the draft Dec Electronic Ukraine "National Strategy for Development of Information Society of Ukraine". The key objectives - to stimulate the introduction of electronic communication and access of information between authorities and between them and the business community, NGOs and citizens via the Internet; promotion of scientific and technical creativity, innovation, forms and methods of promoting and sharing scientific, technical, socio-economic and other information in the country, improve the national strategy for information society development in the direction of conformity with the priority objectives "Lisbon Declaration".

Among the priority areas of public policy information and the Information Society identified in the Programmer of the Cabinet of Ministers of Ukraine "Overcoming the impact of financial crisis and ongoing development" and act of the Cabinet of Ministers of Ukraine from 15.08.2007 № 653-r "on the approved plan of tasks by the Law of Ukraine "On main principles of the Information Society in Ukraine in 2007-2015, is the development of national system of indicators of information society[4].

Government Action Program "Overcoming the impact of the global financial crisis and ongoing development of" is one of the priority areas identified information technology implementation in Ukraine of electronic documents using digital signatures. According to the Plan of measures on the basic principles of information society in Ukraine in 2007-2015 "and other decisions of the Government in early 2010 in all bodies of executive power must be introduced electronic documents (EDO) using a digital signature (EDS).

Yet it must be noted that in the current development state of Ukrainian society almost completely aside to participate in the regulation of information. Using the power of information and computer technology is not among government priorities. While in Ukraine is the rapid development of information society from below. In the information society, public authorities use ICT to restructure, improve efficiency of their work, open information on public relations. The information society offers new opportunities for democracy. Existing information opportunities of Ukraine, the nation's intellectual capital is the public good, skillful orders which should provide economic prosperity of the country in the world. In recent years the country has the objective prerequisites for transition to the information society. Including its comparability in the use of information along with traditional resource development, sustainable development of the domestic market of telecommunications and information technology. Ukraine integrated into the world community by interacting telecommunication systems, distributed data processing system, thousands of channels of cable and satellite communications. Justly 2011 announced in Ukraine a year of education and information [5].

Modern information technologies play an increasingly important role in public administration in developed countries. If the end 80 of the last century the governments of these countries have used communications technology to meet domestic needs, at the present stage of the Internet has gradually evolved into a user oriented system. Authorities were able to communicate with citizens and distribute large amounts of information to the public.

As a result, IT began the transformation of public administration in order to adapt it to the information era. Using information technology accelerates the process of decision making and their implementation, released part of working time, there is a mechanism of information support during the implementation of public policy and outlines new ways of providing citizens with information and services, this process manifests itself in changing approaches to management.

Level of information is checked and evaluated the degree of maturity of society. The important factor is the willingness of the government fulfills its purposes in accordance with the requirements of modern society. The government in a democratic open society is interested in all information fields of social life and individual human existence. It is an important factor in developing and implementing state policies under the new conditions of the Information Society.

The level of information determines the degree of readiness of society to exist in an information society and knowledge society, the level of competitiveness of the state abroad. To characterize the level of the Information Society ICT used indexes (E-codes). The main indicators include experts, indicators of access to telecommunications infrastructure: access to public and community radio, telephone, PC, Internet in schools - to the PC, the Internet, in medical institutions, local authorities and government - to the phone, PC and Internet.

To characterize the information provision is important to test the readiness of society to information - communication technologies.

Thus, the mechanisms of information provision in public administration need development and improvement.

The best way to information society in Ukraine could be improving their information-technology industry and the development of domestic manufacturers of computers, telecommunications equipment and electronic equipment. However, the electronic industry of Ukraine are behind the world level. The main task which is currently before the state - is the creation of national innovation system, based on the developed infrastructure, technology and civilized market of legal protection of results of intellectual work. Building on effective public policies, Ukraine has a real opportunity to make a technological breakthrough.

Policy on the Information Society is intersectoral, complex character and restructuring society according to the current global space. Modernization of information support mechanism according to the information society implies the creation of new components: legal, based on national information system of legislation, organizational and technology-based system of national information resources, feasibility, based on scientific, technical and manufacturing complex information industry and market products and services information industry, social and educational, based on a system of mass education and information education, training and retraining of professional staff for the information field.
