The focus of this articleis investigating the assumption that engineers are capable and expected to make rational design decisions. Only can social planning facilitate the growth of human rationality when it is guided by self-motivated goals.

Designing as a special kindof engineering is formed in the beginning of 20th century and is initially associated with activities of draftsmen and the necessity of precise graphic image for engineer idea and for its delivery to makersat work. Gradually, however, these activities are associated with scientific and technical calculations at drawing of basic parameters of future technical system and it spreliminary study.

The process of designing is a special kind of human activity. Design objects may include both tangible (production buildings, machinery, etc.) and intangible objects (social designing). The separation of designing and its penetration into the adjacent areas connected with solution of socio-technical problems led to the development of new forms of engineering and design culture, to the appearance of new forms engineering and design culture, to the appearance of new systemic and methodological orientations. In accordance with this one of the main sections of designis socio-technical (humanitarian) one, because today activity of engineer connected with natural environment which is society life basis and person itself. Solving its professional tasks engineer actively influences on society, human being, Nature [1, p.15].

As well social and economic orientation of engineer work is demonstrative in the frame of market economy when engineeris forced to adapt its products to market.

Engineers design and build machines and devices that enable humans to live and work in space, in the air, on the ground, and under water.Their machines can extend our physical capabilities, improve our health and standard of living, and impact the environment in which we live.

The study of engineering design as a series of decisions. Decisions are made at different stages of the design process with varying amounts of information. Decision making in product design is highly interdisciplinary involving large number of people from different educational, cultural and technical backgrounds. The fundamental assumption in all developed decision support tools and methodologies is that the decision maker makes rational choices. A rational choice is one where the decision maker selects the option that maximizes the yield on the preferred outcome. The focus of this article is investigating the assumption that engineers are capable and expected to make rational design decisions. Since design decisions are made by engineers, the study of rationality in engineering requires some understanding of the human mind. Research in behavioral economics, psychology, and cognitive science involves understanding the human mind. Some of the causes of bounded rationality are the inability to process large amounts of information, lack of precise problem definitions, inability to distinguish between alternatives from a large set, developing simple mental heuristics for complex decision problems etc. These factors also apply to engineers making design decisions.

Due to rapid improvements in science and technology, modern society has things that are good on the one hand but bad on the other.As an example, it is possible to say that technological progress has improved our daily life, but has also lead to problems with climate change and reduced biodiversity.

The professional engineer requires in addition to technical knowledge and skill, an understanding of society, its needs, and the engineer's role in society.An ability to make intelligent judgements that encompass human and social values, as well as technical values, is inherent in that role. Such areas form an essential complement to technical studies in the education of an engineer.

Designingdeals with how technologies have altered the fabric of society. It crosses disciplines and academic traditions with an open mind, curiosity, and willingness to engage in fun. The course arouses analytical thinking about everyday technologies affecting our life. It therefore examines how engineers, scientists, humanists, social scientists, and artists work together in their respective professions.

Design problems:

Discuss how technology shapes culture and how culture shapes technology.

To explore the social and cultural impact of engineering innovations.

Teach how human behavior affects design decisions within engineering.

Demonstrate that values are embedded within technology.

Show international focus on specific technologies.

At this time social planning has come to be synonymous with technical forecasting.

Planner is guided by methodological assumptions that are totally incongruent with the social world to which they are to be applied.

Only can social planning facilitate the growth of human rationality when it is guided by self-motivated goals.
