The article observes the effective functioning of teachers’ training modern system in informational environment of higher school.

Education is the most important instrument of personality socialization. Scholars of pedagogical sphere regard education as a social system which actively interacts with the social environment. Its effectiveness is determined by the relationship characteristics of education and society.

The educational system functioning occurs under active relationship in society. Consequently, the process of any kind of educational reforms should be based on existing laws of social development. Social, economic, political, moral and ethical transformations determine the necessity of the educational system updating, its substantive functioning in order to ensure the adequacy of young people training for social change. In the current circumstances basic value orientations, fundamental social standards, and social behavior motivation are being formed within the university. Because of the mentioned factors the role of education and its functions is expanding, the responsibility for the students’ moral values formation is growing.

The solution of professionally competent teachers’ training who are able to use information and communication technologies in their professional activity, serves as a prerequisite to the successful development of education in terms of informational resources. Thus, one of the essential qualities of future teachers is the ability to function in modern informational and educational environment. It provides immediate access to educational information and organizes scientific communications that are relevant to the objectives of teachers’ training and pedagogical science development in modern circumstances.

Having analyzed the latest theses in pedagogic concerning the problem we found a variety of terms as informational environment, learning environment, educational environment, informational and learning environment, information environment of education. It proves that informational environment has been studied in terms of different aspects. We believe three of them to be the most essential. On the one hand, it represents a kind of activity where a person is regarded as a participant in the communication process. On the other hand, it is the system of communication forms which have been historically developed. And finally, it is informational infrastructure created within society that makes it possible to carry out communication activities on a scale appropriate to the level of development of the society, i.e. publishing houses, libraries, information centers, data banks, mass media, etc. [1].

The effective functioning of teachers’ training modern system in higher school is possible only if it is based on a highly qualified informational background which is determined by the purpose of the educational process, the nature of future teachers’ professional activity, the object, and the means of education feedback. To improve the efficiency of the processes that create the informational environment of education, it seems necessary to unify and integrate different segmental methods, technologies and informational content into a single information educational environment of universities. But most scholars are confident that the lack of experience and scientific research in the field of constructing such environments bear witness to absence of a single long-term policy of the majority of universities in the development of specific informational and educational environment.

Currently, there appeared asufficiently formed theory of information models development, which testifies that information model serves as a set of interrelated concepts’ descriptions of the subject matter through the use of sign systems. The informational model reflects both qualitative and quantitative properties of objects and processes that are the core of the study, and logical, functional, spatial and temporal relationships between them [2].

The specifics of education focused on ICT implementation and the detailed analysis in this area of research proved the growing disharmony between students’ ways of life in the informational environment and the content, forms and methods of traditional education. Informatization of education means firstly the formation of special mentality, new type of thinking, special personal qualities that can ensure students’ success in the constantly changing world realities. It goes without saying, informatization of education implies improving the education level of future teachers, computer technologies mastering, and new ways of information manipulation.

Scholars signify single common goal of education informatization, but at the same time realize the ways of ICT implementation in the educational process differently. The key idea is the programming teaching and the use of software for educational purposes for further more general ideas of learning under the conditions of specially organized educational and informational environment. The main focus is done on the systems of computer communications and the Internet which provide a qualitatively new level of communication between the objects of education process [3].

In terms of extrascientific and educational information the training requirements of future teachers in the use of multimedia and communication technologiesare increasing. Thus, future teachers are supposed to know the ways of finding the required materials in telecommunication networks, and to be able to use such networks in various aspects of their professional training. Besides, they should necessarily be taught the means of presenting the content of a discipline through multimedia technologies.

There are some basic requirements for future teachers’ training as for the multimedia technologies development and ICT application in the learning process: introduction to the general methods of information; monitoring and measuring the results of training; organization of various forms of learning and cognitive activity; focused self-studying; and ICT inclusion in education as a means of educational information access.

The ability of e-learning resources using gives the opportunity to deepen interdisciplinary connections in the solution of problems in various scientific and educational areas. In its turn, it provides a personal-oriented approach in the organization of the learning process.

Consequently, a priority in modern education can be considered as the formation of “personal knowledge”. Knowledge is the property of the student if it is the result of his own mental activity. It is the basis of informational environment focusing in a rapidly changing world, as soon as knowledge obsolescence is a rapid process and the early receipt of new information is needed as soon as possible.

We firmly believe that in terms of informational society, where information is the highest value, and information culture of people is the chief factor in their professional activities, the requirements for the education system are modified. These modifications determine a significant increase in education status.
