The article deals with the theoretical issues and practical aspects of strategic security concept. The special state role for strategic security purposes based on world experience and author`s suggestions was considered. The main areas of activities within strategic security provision were proposed.

В статье рассматриваются теоретические вопросы и практические аспекты концепции стратегической безопасности. Была рассмотрена особая роль государства в целях стратегической безопасности на основе анализа мирового опыта и авторских предложений. Были предложены основные направления деятельности по обеспечению стратегической безопасности.

Ключевые слова: стратегическая безопасность, фактор развития, экономика, инновационная система, стратегический маркетинг.

 

Security is one (second) of basic levels of Maslow’s hierarchy of needs. Unlike people under modern conditions of international economy development investigations on nations security problems have strategic value, because globalization forms many risks and threatens for national security. In this context it is necessary to use strategic management tools, which assumes not only long-term strategies aspect, but an ability to correct organizational forms and key fields in activity under conditions of changeable external environment due to the objectives. One of such tools is a strategic management and strategic security providing, which is oriented on using opportunities, which provide potential growing, together with potential threatens impact minimization.

Currently strategic security is a relatively new term, which encompasses many aspects of activities, that need to be managed within some nation`s framework. 

In organization management it is underlined, that «strategical security initiatives are driven by the requirements which are targeting to achieve a certain risk profile»[10, p. 27].

The nation`s strategic security domain have had many modifications of the past: from the future warfare [9, p. 32] to markets and raw materials security within the economic security [3, p. 43]. We suppose that methodology of strategic security problems studying is available to investigate different aspects of national security and their interconnections with aim to prognosticate and to determine cause-and-effect relations and interconnection if the development factors.

According to Munk T. H.«strategical security is overwhelmingly based on the nodal governmentality approach, where states are just a node among others. In the transnational context, states still hold a strong position in transnational cooperation. On the contrary, cross-sectoral cooperation is purely openended and not tied to old cooperative alliances. … this contains a different combination of actors, which creates a more innovative foundation beyond the state-centric approach»[6,p. 172-173]. In this context MoşoiuO. and Oana M. underlined, that«because of changing international strategical security environment, nations are interested in their security and defense, as a consequence of complex interaction and interdependence of the phenomenon and of social, economic, military, demographic and ecological processes in the world»[5, p. 50].

Mäkinen K. [4] approves,that strategic security is concept with complicated horizontal and vertical variables. Changes in environment complexity affect the balance of the respective sub-concepts and clusters; thus, maintaining an optimal balance is the key challenge of strategic security on all levels of an organization.

In Britain’s National Security Strategy and Strategic Defence and Security Review 2015 it is mentioned,that «safety and security depends not just on our own efforts, but on working hand in glove with our allies to deal with the common threats that face us all, from terrorism to climate change»[7]. In National Security Strategy UK experts also consider among others such strategically important capabilities as bio-security, special forces, cyber security, intelligence, surveillance and reconnaissance and satellite communications etc.

In terms of success in strategic determination, the concept of strategic security has to be parallel introduced [14]. So we came to understanding, that successful management in strategic terms means, that the same approach should be implemented concerning security issues, thus, there is a necessity to make more specific framework for strategic security concept.

The aim of this research is to analyze the basics of nation`s strategic security providing under conditions of globalization and practical recommendations investigation concerning strategic security factors while developing the national strategies.

On the bases of the carried out research, the strategic security implementation is to be defined as methodology to find such actions, which will determine the readiness to prevent from negative phenomena, appeared in future, on the way of the state strategic objectives achievements. It will also define an opportunity to achieve them, owing to some danger level, describing them, but which is able to be defined beforehand, to estimate and to secure against them, moving to the strategic directions and results with maximum high degree, although they may have lower level of efficiency.

So strategic security research deals with identifying, understanding, evaluating and managing the strategic security risks arising due to the rapidly changing nation`s environment, and the resulting emerging changes in governance, management, business and innovation models.

Within investigation of strategic objectives we propose to use an international competitiveness of the country, defined in the view of the following aspects:

  • - ability to achieve high rates of economic growth, which would be mid-term stable;
  • - level of production factors efficiency and development resources provision;
  • - ability of companies in the proper state successfully compete at the national and other international markets owing to factor efficiency and institutional environment.

Thus, strategic security foresees such state of economy and government institutes, with which one provides guaranteed protection of national interests, socially oriented development in the country, defense potential, even under the most favorable conditions of internal and external processes development. Thus, the nation’s competitiveness may be expressed through the ration “efficiency vs. security”.

We suggest to observe the realization of the competitiveness conception at the macrolevel through strategic marketing – an instrument to prognosticate future parameters of the complex systems functioning and development.

The result of prognostication will represent competitiveness standards: for future goods and innovations; technologies; methods of the production and management organization. Such prognostication has to be performed using scientific approaches, system analysis methods and research of operations, strategic market segmentation. The developed competitiveness standards of the listed objects are given to the R&D stage for experimental check of their material embodiment.

To some extent it is a holding structure concerning all native enterprises. It competes for competitive advantages of its holding structure, owing which the production is increased and selling are grown at the enterprise, included to «holding», and the «holding»has a profit in terms of taxes. That’s why all regularities of the strategic marketing may be used to the state policy.

According to strategic marketing approach nation has to create and develop competitive advantages in selected strategic spheres for national security. One of popular competitive strategies is leadership by expenses. It means that state has competitive advantage in relation to other states in expenses, expressed in resource value inside the country, value of the labor power etc.

Strategic management doesn’t admit a long-term aspect, but an ability to correct organizational forms and key areas in activity under conditions of fast changeable external environment due to the set tasks. Methodology, investigated within strategic marketing, is available for economy study with purpose to prognosticate and define cause-and-effect relations.

The mentioned above aspects increase demands to state policy. The state as the third marketing subject together with sellers and consumers plays specific role at the market. Unsatisfying consumers’ needs, it as to control this process and assists the effective achieving of interests compromises with minimal social expenses. It is preconditioned by necessity to observe economic and social processes together and interconnected. Therefore the state is interested in effective functioning of economy unlike the separate enterprise. On the other hand, the state is observed from the viewpoint of important social service providing for citizens (security, environment protection etc). It means that state is specific organization, which provides various service for economy and society. The mentioned above circumstances point to necessity to provide marketing approach to state management on the whole, and while carrying out some actions.

Economic security as a peculiarity of the economic processes is provided by two mechanisms: self-organization and management

  • 1. Mechanism of the economic security protection is a state and society focused impact on economy development in the interest of its security support.
  • 2. Mechanism of self-organization acts independently in some ways, when society produces the one or similar values, targets and interests system.

Therefore principles of «soft»strategies to provide national security should be completed with country role in the global economy, culture and security. Everything has to be performed within complex strategy of national economy development.

Within the research we suggest to examine macro-marketing as a basic instrument to realize these task. It may be defined as state participation in market activity management, state control of the market processes, market study by state and public organizations. The necessity to use strategic marketing by state authorities is connected with complicated situation in the country and globalization. This assumption is based on the fact that the main field of state policy in modern economy is a competition support, development and providing of national producers competitiveness high level.

The state special role for the strategic security purposes consists in the fact that:

  • - state has to provide necessary conditions at the legislative level to form normal market relations: balance and freedom of all property forms development, national entrepreneurship support, selective domestic produces protection mechanisms from foreign competition (especially in innovation sectors), prevention from economy monopolization etc;
  • - no one besides state is able to form institutional bodies of the market economy and to provide their normal and coordinated functioning;
  • - state plays leading role in determination of the top-priority areas in the social and economic development and strong «growth points»;
  • - selection state priority is to carry out the grounded military and economic and humanitarian policy, oriented to support nation`s defense capacity and to provide using of military industrial complex achievements at the proper level in civil industry.

We also propose to consider strategical security circle, i.e. linkages within the national economy especially resource linkages in its extended understanding. This factor is especially important for national technology packages management (e.g. electronics production development for defense technologies technology package). The same approach can be applied for the creation of international innovation networks. These aspects were considered in our previous studies [2; 8; 13].

So the value of strategic component is preconditioned with international interconnections of complex nature. For example, owing to econometric model of the international relations OECD, “transfer” effect of the economic growth and interdependence sizes were calculated. Particularly, calculations demonstrated that expenses growth for 1% in the USA lead to internal income growth for 1,47%, and in Germany – for 0,23, in Japan – for 0,25, in Canada – for 0,68, in OECD countries for 0,74% [12]. The increase of the profit and import in one country and accordingly profit in another country causes the proper demand for import in the third countries owing to interconnection between innovative and producing processes. The incomes growing effect in one country leads to total demand growth in other countries, that is an additional reaction for initial extension of demand in one country. This effect has to be used as the pattern in the economic policy strategy. A country, which is an economic leader, can promote internal production and import through monetary and fiscal policy. It will lead to export increase in other countries, and it will cause production and employment growth («theory of locomotive»). Degree of impact in one country depends not only on its impost part, but also on its export impact on the next growth of profit as well as stage of global value chain.

The mentioned aspects form the basis of multilateral security approaches, especially trilateral strategic security relationship approach for United States, Canada, and Mexico, given in [kilr], which is re-examining the nature of threat that each nation perceives and the development context with regard to security concerns of each, considering also the relative power of each nation within the international system.

Thus, we propose the main areas of activity within strategic security provision:

  • - prognosticating and analytical activity, selection of the strategic scientific areas, development of road maps, achieving of the strategic objectives, consulting and informational support of central executive authorities, state organizations and institutions;
  • - harmonization of efforts, made by interested sides, including ministries and departments, regional and municipal authorities, scientific and academic organizations, state corporations, enterprises and organizations of all property forms, infrastructural monopoly, within existed mechanisms to realize national scientific and technological policy, sectoral strategies and programs, corporative programs of development etc;
  • - stimulation of scientific research and mastering of the leading technologies, which are necessary to realize national interests and social needs;
  • - spreading of information and informational support of actions, connection with native and foreign technological platforms, structures and organizations, advertising, organization and holding of conferences, meetings, seminars and other events.

Among the important strategic security policy tasks, we propose to allocate the endogenous innovation and technology competencies formation. As national innovation system is open (i.e. without possessing the fullness of features and elements) and as part of the mentioned problem solving is rapidly globalized and internationalized. In the innovation system strategic security management, we will use the system evolutionary paradigm, described in [11]. Fig. 1 illustrates national strategic security strategy in global context based on evolutionary paradigm.

The main idea of evolutionary paradigm for strategic security policy, shown in fig. 1, consists in support of traditional capabilities of system representation, functional and structural analysis capabilities by evolutionary approach, which provides of management required transformation.

So we can conclude, that understanding of strategic security is most vital for entities across nations: its government, industries, organizations, academia and other actors to achieve strategic objectives, create and protect value in different areas of national security and development. For the aims of strategic security management it is necessary to create actionable strategic security risk research framework and metrics, which would provide independent and actionable risk research to help different authorities to develop strategic security abilities to understand the strategic security risks, strategy to survive and sustain in the most turbulent time of fundamental transformations, happening in the world. Thus, strategic security has to provide realization of the internal and external needs in state concerning national security provision through strategic national priorities, that should integrate technical, technological, economic, social, psychological and managerial aspects of nation`s development.
