A MODERN INTERPRETATION OF EDUCATIONAL SERVICES IN THE SYSTEM OF HIGHER EDUCATION

It was performed the analysis of the interpretation of the concept "educational service" in high school. On the basis of the provisions of the Law of Ukraine "On Higher Education" the author proposes a new formulation of this notion.

The development of a modern economy depends not only on elementary growth in production volumes, but also on the diverse changes in innovative, high-quality plan in economy, most of which is generated in the process of human activity [3]. One of the main development provisions of the economic system and society as a whole is the development of the individual. Human development implies its formation, growth, his/her physical, mental and moral state under the influence of various factors (internal and external, both controlled and uncontrolled). This process is lengthy, covers all the quantitative and qualitative modification of congenital and acquired properties of a human [5, 7].

The economic potential of any country is inextricably linked with the development of intellectual potential of society, the key point of which is the development of science and education. According to E.I. Timina (2009), in the modern period "... knowledge has become the most important resource of production growth, a source of productivity increased and economic growth of national economies in general ... they are evident in the human ability to create different sorts of things." [10]. Currently, the exchange of ideas, information, experiences provides an effective economic activity of all businesses. The knowledge is considered a significant source of wealth and it became profitable to invest in the means of production and processing of knowledge [9, p. 64].

In this regard, among economists the interest in the market of educational services has increased. Unambiguous definition of “educational services” in domestic and foreign economic literature does not exist, therefore, in our view, there is a need to consider first the interpretation of the term “services”. There are considerable number of definitions and interpretations of the concept “service” in scientific publications. Such a variety of formulations leads to the most common characteristics of this concept and allows you to select a set of essential features unique properties for it [12].

Therefore, we turn to reference material, in which the characterization is generalized, the essence of “services” is revealed and a formal definition of this concept is given.

In Great economic dictionary the term “services” is defined as “types of activities, work in the process of completion of which a new, previously non-existent tangible product is not created, but the quality of an existing, established product is changed. These are goods, which are provided not in the form of things, but in the form of activity. Thus, the provision of the service itself creates the desired result. It features include domestic, municipal, transportation, education, medical treatment, cultural and educational work, care for children and the elderly."[2].

From the standpoint of accepted standards, “service” is defined as the output of the organization, with at least one operation, certainly performed in coordination with the organization and the consumer. The notes indicated that the provision of services may include: activities carried out in relation to a customer-supplied tangible product (eg., the repair of faulty car); the activities carried out in relation to a customer-supplied intangible product (eg., drafting statements of income needed to determine the tax deduction); providing an intangible product (eg., information in the context of knowledge transfer); creating favorable conditions for customers (eg., in hotels and restaurants). The service is typically assessed by the consumer based on his perception [4, p. 16].

In today's market terminology “educational service” - is: a teaching and educational activity; provision by educational institution of educational opportunities, boosting labor costs of the costumer and improving customer’s competitiveness in the labor market; the system of knowledge, information and skills that are used in order to meet the diverse educational needs of individuals, society and the state; in the particular case, the preparation of a specialist of certain qualification for corporate consumer [6].

After analyzing and summarizing the existing approaches, O.M. Shevchenko highlighted the main features of the “educational services”: this is the system of knowledge, information and skills that are used in order to meet the diverse educational needs of individuals, society and the state; - an educational service is a collaboration between producer and consumer in the process of providing and acquiring this particular good; - an educational service is the process of transmission of certain information to digest, in order to obtain a certain result; - this is a whole range of actions of educational and training facilities for the satisfaction of individual needs; - an educational service is an activity of the educational institutions, aimed at the development of human intellectual abilities, the formation of professional qualities to be implemented in the future in the course of employment; - in the process of consumption the educational service is included in the labor force, the quality of which depends on the labour put in by teachers and students [11].

Thus we see that among economists and educators about the concept “educational services” there is also a different interpretation. Leaving aside the legal vector of characteristics of the educational services without going into details, we can say that “educational services” are the services that are provided in the field of education [1].

Now let us turn to the official documents regulating the sphere of higher education. The interpretation of some of the concepts from these documents will help us to formulate the basic components of educational services. In the Law of Ukraine “On Higher Education” there are provided definitions of key terms and concepts [8]. Thus, in accordance with Article 1, paragraph 1 of this document, there is given the interpretation of the concept "higher education": this is “... a set of systematized knowledge and practical skills, ways of thinking, professional, philosophical and civic qualities, moral and ethical values, other competences obtained in a higher educational institution (research institution) in the field of knowledge on specific skills at higher education level, which complexity is higher than the level of secondary education”.

Equally important is the interpretation of the term “competence”. In the same Article 1, paragraph 1 under the competence it is understand the dynamic combination of knowledge, skills and practical experience, ways of thinking, professional, philosophical and civic qualities, moral and ethical values, which determine a person's ability to successfully carry out professional and further training activities, and are the result of study at a certain level of higher education.

Both higher education and competence of future specialists are acquired during the educational process. Article 47 paragraph 1 of the Law defines the educational process as “... an intelligent, creative activity in the field of higher education and science, which is conducted at an educational institution (research institution) through a system of scientific-methodological and pedagogical activities and is aimed at the transfer, mastering, augmentation and the use of knowledge, skills and other competencies among learners, as well as the formation of a harmoniously developed personality”.

The educational process can take place only within the framework of the educational activities of the organization. This term means "... the activities of higher education institutions, which is carried out to ensure the obtaining a higher education, postgraduate education and to meet other educational needs of higher education applicants and other persons" (Article 1 paragraph 1 of the Law).

Educational activity of the institution, in turn, must comply with certain universally recognized and generally accepted standards in obtaining a higher education. The standard of higher education the Law interprets as "... a set of requirements for the content and results of the educational activities of higher educational institutions and research institutions for each level of higher education within each specialty" (article 10, paragraph 1).

Thus, taking into account the above, we can formulate the concept of “educational service” in the system of higher education as follows: Educational services is an acquisition of competencies by the applicant of higher education by means of direct involvement in the educational process at the implementation of educational activity of the higher education institution according to recognized standards.
