The article is about introduction and use of information and communication technologies ICT in all spheres of human life, society, state.

В статті розглядаються питання впровадження та використання інформаційно-комунікаційних технологій в усіх сферах життя людини, суспільства, економіки, держави.

Information and knowledge are the main subject of work most of the people and tools are the information and communication technology. Changed nature of work, acquiring characteristics of creative activity. Most people are not in the mechanical environment, and spends most of his productive time in communicating with people and characters. Man is no longer focused on production of material goods, and devotes most of his time communicating and processing information [1]

In 2000, the organization Economist Intelligence Unit and IBM Corporation annually publishes ratings of the leading countries in the field of "Electronic readiness" (e-readiness). These ratings are based on the model, developed jointly with the Institute IBM Institute for Business Value. "E-readiness" - a measure of readiness for the use of various Internet opportunities. The methodology of the rankings is multidimensional and constantly modified; the model consists of a hundred of quantitative and qualitative criteria [2]

In 2008 Ukraine took place in 1961 in the rating score of 4.31 rating (out of 10 possible). For comparison, in 2007, 60th place (4.02) in 2006 - 61st (3.62 points).

First place in the ranking in 2008 took the U.S. (8.95 points), while the U.S. occupied the second place ranking in 2007 and 2006. In second place ranking in 2008 - Hong Kong (8.91 points). Hong Kong made a sudden jerk, he moved from 10 th place in 2006, fourth in 2007 (8.72 points). Third - Sweden (8.85 points), fourth occupied Australia and Denmark (8.83 points). Although in 2006 and 2007 Denmark was occupied first place.

The highest place of the former Soviet countries in the ranking is Estonia - 28 th place in 2008 (2007 - 28 th place in 2006 - 27 th), followed by: Latvia 37th place in 2008 (37 place in 2007 in 2006 - 39 th), Russia - 59 th (57 th place in 2006 - 52 th), Ukraine (61 th), Kazakhstan (66 place, to the two years he served 64 rating). According to IBM, in 2007 the level of e-readiness continues to rise worldwide, but to ensure the readiness of countries to develop e-business becomes more complex [2, p.5]

Overall performance index shows low levels of e-readiness of Ukraine to functioning in an information society. Information security is a complex process for Ukraine. Before our state task - to conduct socio-economic modernization on the basis of new information and communication technology, which requires the mobilization of substantial political, economic, financial, scientific and human resources.

Ukraine has some achievements in the development of information infrastructure and information and telecommunications infrastructure. Telecommunications operators all forms of ownership in 2008 built and put into operation a total capacity of ATS 228 thousand phone numbers. As of early 2009 the number of subscribers of cable television was about 3,5 million, the number increased by 7,7% compared with the previous year. Thus, the beginning of 2010 Ukraine 27,2% of families are subscribers of cable television.

One of the priorities of telecommunications networks is the construction of modern fiber-optic communication lines with the introduction of technology CWDM and DWDM, development of broadband access, including wireless.

Operators of all ownership in Ukraine in 2009, built and commissioned 6,3 thousand km of fiber-optic communication lines (fiber-optic), of which 4,3 thousand km - Ukrtelecom.

Segment computer communication services, including access to the Internet, is among the most dynamic segments of other telecommunications services. 01.01.2009 Iternet-size audience in Ukraine accounted for more than 10 million users. According to estimates, as of 01.01.2009 the number of broadband subscribers to the Internet consisted of about 1,5 million broadband penetration rate exceeded 8% of families in Ukraine.

Introduction and use of ICT in all spheres of human life, society and state, in view of global trends, is insufficient to Ukraine took a dignified place in the world.

Towards the Information Society in Ukraine there are a number of problems that need solving.

First, the scientific and personnel support of ICT. On the one hand, Ukraine has limited financial and human resources to ensure a rapid transition to an Information Society is defined by the "emigration of intellectual capital" - an average of 2.5 thousand professionals leaving to work abroad each year.

It should be stressed that scientific and personnel support of ICT sector in Ukraine is traditionally very strong. Every year Ukrainian universities produce 50 000 experts in information technology field. According to the HAC of Ukraine in 2008 and first quarter of 2009 in the fields belonging to the IT sector, has been defended 39 doctoral dissertations and 256 master's works.

Serious problem that adversely affects training for the ICT sector is logistics schools, especially schools. Goskomstat data indicate that at the beginning of 2008 - 2009 school year, 13 661 or 65.1% of the day secondary schools had a classroom of computer science and engineering. These rooms are equipped with computers. Level of school computer classes for the whole country is 93%. Connecting to the Internet with 42.7% of schools. This certainly logistics is not favorable for development as an effective staffing of IT and information society of Ukraine in general.

So today it is imperative to accelerate the computerization of schools and their connection to the Internet, why involve the state budget and resources of IT companies [3, p. 18 - 20].

Next problem - slowing the introduction of modern information and communication technologies.

According to IDC (a leading U.S. analyst firm specializing in information technology market research), the capacity of Ukrainian market of information technology in 2008 amounted to about 3,8 billion dollars. Difficult economic situation of the country in 2009 has led to a significant reduction in the cost of information technology. Among the reasons - the decline of GDP by 10% and lack of financial resources in all categories of consumers.

One of the problems of information provision in public administration is the provision of public computers.

The rate of computer technology in anticipation of a civil servant of the central executive authorities and the regional administration is 2.09 and 0.63 respectively. That is the central executive bodies (including departments) in the average civil servant is the one in the presence of 2 units of computer equipment, while at the RSA public employee - less than one [3,p.30].

All states are considering the construction of highly developed information society as the basis of their socio-economic, political and cultural development and conduct of targeted government information policy. Information of different countries vary from their socio-economic and cultural development. Main strategic objectives of the Information Policy of Ukraine - is to ensure the transition to a new phase of our country and building the information society and its entry into the global information community[1].

Informatization has also negative consequences. With the growth of information flows arising psyhoemotional overload people. In addition, the problem of selection of information for most burdensome, enrichment often occurs in parallel with the spiritual impoverishment. It is therefore important social objective of a country development and support of information component of civil society.
