SUGGESTIONS FOR IMPROVING THE CREDIT-MODULE SYSTEM OF HIGHER EDUCATION

The article deals with the problem of Ukraine’s joining the Bologna process. Suggestions for improving the credit-module system of higher education in Ukraine have been offered.

Ukraine’s joining the Bologna process [1] with the purpose of providing quality of higher education in Ukraine and its integration in the European and world educational association has for an object realization of the idea of European Area of higher education (EHEA) [2]. Countries-participants have developed standards and directives of guaranteeing quality [3] in European Area of higher education. Having learnt the rich and various European cultural legacy, EHEA has been created, that is based on an institutional autonomy, academic freedom, equal possibilities and democratic principles which will assist mobility, will promote employment opportunities, and also attractiveness and competitiveness of graduating students of universities of Europe. As marked in Communiqué of conference of Ministers of the European countries [4], 2010 must become a transition year from Bologna process to EHEA.
The Ministry of education and science of Ukraine has developed a number of normative documents in relation to approaching the standards of domestic higher education to the requirements of Bologna process and realization of idea of EHEA. Recommendations in relation to introduction of the credit-module system of organization of educational process in higher educational establishments of 3,4 levels of accreditation; structure and order of conducting the individual curriculum of a student; structures of test credit and order of realization and evaluation of educational activity of a student have been approved. However they contain both the requirements of the European system of education and morally out-of-date approaches of the “soviet” standard which surely impedes the process of including Ukraine in EHEA.
Simultaneously with including in EHEA Ukraine can also bring in the positive experiences in the field of higher education, which will be able to improve the general level of education, namely: greater specialization, closeness to the production, engineering preparation, presence of powerful material base for implementing practical tasks, branch orientation.
The following steps are offered to reform the higher education in Ukraine.
1. Passing to three-level education: bachelor, master's degree, doctor.
2. Transformation of curricula and qualifying requirements to the bachelor as an engineer.
3. Introducing studies for a bachelor level only on a full-time basis with complete 100% attending classes.
4. Transformation of curricula and qualifying requirements to the master's degree as research worker with introducing a three-year period of studies (instead of post-graduate studies).
5. Bringing to conformity the curricula with the European standards (analogues) :
a) curricula of preparation of specialists taking into account the requirements of ECTS - only credits, no test credits;
b) diminishing the number of disciplines of the so called humanitarian block (Humanities) and increasing the professionally-oriented disciplines, taking into account 12-year period of secondary education;
c) reserving the concept "speciality" in bachelor degree studies due to a student’s choice of certain block of disciplines of independent choice;
d) confirming the level of bachelor as engineer;
e) bringing WSP of bachelor to the requirements of ECTS - 240 credits (60 credits per year);
f) introducing a 42-week (21 in each term) period of academic year.
6. Standardization of disciplines which are studied at the university with the purpose of optimizing the educational process and diminishing the financial and time expenditures :
a) a discipline must be studied only in one semester;
b) disciplines which consist of a few separate divisions should be divided into separate objects with teaching in different semesters and possibility to choice them in different bachelor courses as a necessity. For example, Mathematics 1 (linear algebra), Mathematics 2 (vector algebra), Mathematics 3 (differential and integral calculation), Mathematics 4 (theory of chances and mathematical statistics);
c) class studies and independent work must be distributed equally - 50% of time for each;
d) the same disciplines, but with a different amount of credits (by volume ) should also be unified according to different branches of bachelor studies. For example, Electrical Engineering 1 (8 credits) for electrical engineering directions and Electrical Engineer 2 (4 credits) for other directions;
e) if having a lot of listeners of certain discipline, it can be studied in two semesters - autumn and spring, which will allow more flexibly to form working curricula.
7. Reformation of faculties in accordance with the European standards - one, at least two connected directions of bachelor studies should be carried out at one faculty. The name of the faculty should correspond to the name of bachelor course.
8. Abandonment from session control and passing to module control of disciplines :
a) abandonment from semester tests and examinations;
b) the module is estimated separately taking into account all the constituents on the basis of rating control;
c) as forms of rating control come forward: module examination as control of theoretical part, estimation of implementation of seminar, practical and laboratory works as control of practical part, estimation of implementation of calculation, control and term works and projects, scientific reviews, reports as control of independent work.
9. A term project, calculation work must be the separate module in the study of discipline :
a) implementation of course projects and works should be carried out at the end of semester (2-4 weeks);
b) complex projects are encouraged with participating students of different bachelor courses and simultaneous defence to the commission of a few teachers;
c) it is necessary to foresee planning in the individual plans of teachers in a division "educational work" the time for control of independent work, module examinations and other forms of independent work.
The offered suggestions will allow to optimize the educational process at the universities, to make it more flexible, universal, will promote efficiency of the use of lecture-rooms, will decrease loading the student within a week, will increase time for implementation of term papers and projects, will reduce financial expenditures, will level loading of teachers during an academic year and will approach us to the European requirements of EHEA [2, 3].
