ORGANIZATIONAL-ECONOMIC MECHAMISM OF THE HOTEL MANAGEMENT

The article considers the main aspects of organizational-economic mechanism functioning at the hotel industry and the role of management mechanism on the way to successful business running and competitive advantages.
Key words: mechanism, management mechanism, organizational-economic mechanism, hotel business.

The actuality of this article is reflected in a fast development of globalization. Globalization is the most intense in the economy, science and technology. Transnational corporations and banks, hotels, different financial unregulated flows, global telecommunications, the emerge of the English language as a meaning of global communications have combined effect of eroding nation state boundaries and shaping economically integrated world.

Hotel business is one of the important components of the service sector in Ukraine. Its effective functioning facilitates the social and economic revival of country’s development and its separate regions. Hotel industry has a great influence on the tourism as a factor of Ukraine’s prestige eminence and it is a continual source of the foreign currency incomings.

Hotel industry has to be the one of the effective means of the market mechanism, revenue incomings, and creation of the new working positions, regions’ support.

The tendencies of the Ukrainian economic development are characterized by the high dynamism, structure improvements’ activation in favour of service sector, aggravation of the competition. The outside environment’s processes acquire the features of integration, complementarities and causalities. These phenomena stipulate for the necessity of scientific search of the new mechanisms and methods of strategic hotel management.

Every hotel develops its own principles of management. The general principles include: scientism (the use of the current scientific developments to ensure the highest social and economic effect); equity; integration and system (the covering of all spheres of personnel management and interconnection, interdependence of its separate components: economic, organizational, social and other aspects); succession; observation of the Labour Legislation; equity and absence of discrimination; economy (the ensuring of payback of personnel management actions); concreteness and addressness.

The considerable contribution to the development of the hotel effective management mechanism was made by Ukrainian and foreign scientists: Bashmachnikov, Bondarenko, Volkov, Yerohin, Kabushkin, Koriagin, Liapin, Luckyanov, Minich, Munin, Musakin, Nechayuk, Roglev, Rudenko, Saak, Telesh, Fedorchenko, Chudnovskiy, Yakimenko and others.

Still, we can’t but mention that hotel business stays a little-investigated object of our country management.

Nowadays the actuality of management mechanism problem determination of the hotels development causes the necessity of revision, improvement and addition of some approaches of the organizational-economic mechanism’s formation and the usage of management mechanism by hotels.

Moreover, analyzing literature while defining the essence and elements of hotel management mechanism we’ve come to the conclusion that most authors in general retreat the defining of this concept paying attention on the research of the separate management instruments characteristics without concatenating these ones into entity. And that is why they avoid the necessity of process placing of its realization to the one aim. Though, the hotel management aim is carry out through the concrete mechanism as organizational and economic ones.

The mechanism of the hotel management is considered as a component of management system that provides efficient influence on the factors that condition the results of management object. And if it is about inner factors of managing the company there should be used a concept of “the mechanism of company’s management” and concerning outer ones there should be used “the mechanism of interaction with other companies and organizations”[1,3].

Whereas the nature of inner factors of management is different (organizational, structural, technical, economical, administrative, material factors) that is why we should define exact forms of management mechanisms.

The main kinds of management mechanisms are: organizational, economical, structural mechanisms, mechanisms of management organization, technical and administrative, informational ones.

Organizational-economic mechanism of management is an aggregate of organizational and economic factors that make an influence on the economic and organizational parameters of management system that contribute to forming and strengthening of organizational-economic potential, receiving competitive advantages and company’s effective operation [2,3]. The mechanism of management consists of the following components: management principles and problems, methods, forms and instruments of management, organizational structure of company’s management and its personnel, information and means of its processing.

The structure of organizational-economic mechanisms includes three systems:

  • the system of ensuring;
  • functional;
  • purpose-oriented system.

The system of organizational-economic mechanism ensuring consists of the following subsystems: legal, regulatory-methodical, scientific, technical, informational ensuring of hotel management.

Organizational-economic mechanism of hotel management includes the next main functional subsystem: planning, organization, motivation, control and regulation.

Purpose-oriented system of organizational-economic mechanism consists of purposes and main results of hotel activity and the criteria of alternative and achievement’s evaluation of the definite aims and results of the hotel activity.

The meaning of every system and the quantity of subsystems of organizational-economic mechanism of the hotel management depends on kind of the hotel, sphere and sizes of its activity, influence of the outer environment and results of hotel activity and other factors.

That is why as a meaning of organizational-economic mechanism we should consider a complex system that is formed of ensuring system, functional and purpose-oriented system that contain definite aggregate of economic and organizational factors. And these factors in turn influence the economic and organizational system’s parameters of the hotel management. Its aim is to provide and effective management and receiving competitive advantages.
