SOCIAL INNOVATION IN THE LABOR SPHERE AT RESORT AND RECREATION ENTERPRISES

This article is dedicated to consideration of social innovations. Special attention is paid to the social innovations viewed through the prism of labor sphereat resort and recreation enterprises. In the article, main trends in social innovations development at the domestic enterprises have been determined, main directions of the social innovations development have been considered, main problems preventing the social innovations development have been revealed and new level of social development of theresort and recreation enterprises has been presented. New concept of the social innovations development in life quality provision at resort and recreation enterprises has been proposed.

Introduction. Current specificity of post-industrial society and socially-oriented economy development envisage the development of the innovative labor on the basis of which it is possible to produce competitive product and develop new technological levels. Under such conditions creative labor component, intellectualization, humanization and individualization of the labor activity become extremely important thus creating prerequisites for social innovations development. One of the strategic directions of socially oriented state and business is the social innovations development under the conditions of labor environment improvement at the enterprises, as well as that of the life quality and social protection of the employees. Such economic and business development determinants form a new attitude of the employees to the process and conditions of labor. Values of the employees closely approach satisfaction of the social needs, provision of flexible labor conditions, labor variability, and participation in decision-making, individuality, independence, self-improvement (search for internal satisfaction and harmony, obtaining new experience, continuous education), high salary and appropriate labor conditions. Knowledge life cycle is rapidly decreasing. Thus, the most important ability of the employee is the ability to learn. In particular, continuous education, regular advanced training, update of knowledge, abilities and skills necessary for professional activity become extremely important.   

The analysis of recent researches and publications. The issues of innovation management in the industrial enterprises are covered in the writings of many national and foreign scholars.

Changed labor content may be clearly traced in introduction of the innovative forms and types of employment, appearance of the new professions and specialties as well as in usage of new forms of labor organization. A number of objective reasons may explain current necessity of the social innovations development. The practice undoubtedly shows that post-industrial modernization of the technologies and labor processes caused contradictory consequences. On one hand, it caused complexity and intellectualization of labor, and on the other hand, it raised problems of organization, conditions, protection and safety, remuneration and general development of the employees. This was proven by numerous strikes of the employees in the end of 1960-ies and in the beginning of the 1970-ies occurring in many developed western countries especially in France, Italy as well as the USA, Great Britain and Scandinavian countries. Still there is such need in social innovations development, especially balanced development, i.e. meeting interests of the enterprise and its owners with simultaneous maximal satisfaction of modern needs of the employees and society, protecting interests of the future generations.    The issues related to the assessment of innovative development of national enterprises are analyzed in works by such authors: M. Abibulayeva (2005), Y. Bajala (2002), V. Verba (2003), S. Illyashenko (2005), S. Kochetkov (2005), A. Knyaz  (2005), T. Kuzhda (2007), N. Krasnokutskoya (2003), L. Malyuta (2011), A. Makar (2006), A. Maslak (2010), A. Liashenko (2010), I. Novikova (2003), S. Pokropyvnuy (2000), V. Chaban (2006), P. Hariv (2003) and others.

Objective reasons envisaging the necessity of consideration of social innovations in life quality provision at the resort and recreation enterprises include:

-       lost stability of economic development, formation of the new “pillars”and involvement of the new factors of the economic growth dynamics;

-       deepening asmmetry of the economic and social development threatening economic and social safety;

-       raised competitiveness envisaging search for the new ways of gaining competitive advantages;

-       increased competition and decreased socio-cultural, moral values of the social activity of the numerous busines ssubjects;

-       prevailingconceptof“economichumanbeing” overtheconceptof “socialhumanbeing”, inadequate understanding of the dialectic of the social and economic development by many business representatives;

-       raised ecological problems.

The objective of this article is consideration of the social innovations in life quality provision of the employees of machine-constructing enterprises. Effective system of the social innovations development at the industrial enterprise nowadays transforms into main prerequisite of sustainable and strategic development of the enterprises.

The isolation of unsolved aspects of the problem.Together with some types of social innovation, consideration of social innovations in the labor sphere atresort and recreation enterprises requires further research.

The methods of research. This research is methodologically based on the methods of systemic, quantitative and qualitative study of the economic and social phenomena and processes, methods of complex sociological research, modern methods and ways of manufacture, labor and social sphere organization management. In the course of the comparative analysis, the level of the social development of the domestic machine-constructing enterprises was considered and main problems of social innovation development were revealed. 

The results of research. In the course of the research done by the Sociology Institute of the National Academy of Sciences of Ukraine [E.Libanova, 2008]main factors of achieving high social status by the Ukrainian population were revealed and analyzed. Interrelation of the notions “reaching high status” and “life quality improvement” makes it possible to relate this study to the life quality provision of the citizens as the main purpose of social investments and innovations. Major factors of those reaching high social status revealed as a result of the research are the components of the human capital. According to the authors of  the monograph [O. Grishnova, 2009], the “human capital” concept is not just realizing the decisive role of human in the society’s economic system, but also understanding the necessity to invest into a human being, as capital is accrued and increased due to investment (by limitation of current consumption) giving long-term economic effect. 

Current stage of development of the social innovations at resort and recreation enterprisesis mostly directed towards implementation of the internal programs aimed at development of the human capital, resource preservation and employees’ needs satisfaction. The major part of them includes programs of the basic social investment covering payment of installments under the obligatory social and non-governmental medial insurance programs, expenses for providing proper labor conditions, advanced training and education courses for the employees. At the same time, there are social investments of “advanced” or corporate level covering provision of the employees not only with adequate labor conditions and with proper life conditions (preventive treatment and facilitated physical education, life construction, social infrastructure development, complex recreation and entertainment). Top level of the social investment envisages implementation of the social programs beyond the enterprise and aimed at solution of the problems of the local society, area where the enterprise is located or regional and state problems. 

Increased motivation of the citizens to the productive labor, continuous development and enrichment of their human capital, formation of their loyalty requires implementation and development of different social innovations, providing the employees with the possibility to get high enough salary due to realization of their potential in the chosen sphere of labor activity. Satisfactory level of the material provision creates prerequisites for personal, professional and cultural development of the hired employees and their family members. Main directions of the social innovations development in the context of labor life quality of theresort and recreation enterprises are shown in Table 1.

At the same time the most popular social innovations influencing labor life quality improvement of the employees include new types of personnel training, new forms of personnel motivation, creation of new social technologies of the employees’ needs satisfaction, development and creation of the new objects of social infrastructure, development and creation of the new forms and instruments of the enterprise personnel cooperation. Table 2 shows the indices of implementation of the corresponding types of social innovations into the innovative activity of theresort and recreation enterprises(table 2).

New society provides many people with possibility to choose knowledge on the basis of the irindividual advantages thus implementing their intention of self-expression and self-improvement. According to V. K. Inozemtsev under such conditions the basis of real personal development are created. Realization of such possibilities will be related to the fact that individual values, consciousness, self-development will become the priorities for every individual person.

Specificity of new labor content is performing overall complex of the tasks and functions that on one hand widens the range of professional competences of the employees facilitating formation of their active life position and on the other hand puts increased requirements to the responsibility for labor activity results. To develop social innovations it is necessary to reach proper level of social investments development [Yanevich, 2010].

One of the most important types of current social warranties is the minimal salary level. Despite its universality and presence of international legal regulation this important indicator of the population life level doesn’t often satisfy its real needs. In over 50% of the countries the minimal salary is rather the limit of the physiological survival of the human being and not the reflection of the labor force and proper life conditions. In comparison to other EU countries, in Ukraine the salary level warranted by the state is extremely low.

Considering such trends we have researched the salary expenses of the enterprises at 5 machine-constructing enterprises of Ukraine. Figure 1 shows the changes of the salary level at theresort and recreation enterprises within recent 4 years.

Annual growth rates of the average monthly salary of the employees within the researched period shows the tendency to decrease but as a whole for the duration of this period the level of the average monthly salary has increased almost twice. At the same time average monthly salary at the researched enterprises is slightly higher than the minimal salary level in Ukraine. 

Conclusions. During the period of economic transformation the salary functions have also changed (organizing, regulated and social salary). Salary has almost stopped performing its function of social resources reflection and productive activity stimulation that has caused different negative phenomena. 

Among current problems showing the low level of social innovations development in the sphere of business life quality provision, the following should be considered:

-       low level of social labor warranties system development

-       underdevelopment of the medical mechanism of social innovations realization;

-       lowlevelofcompensational-rehabilitationmechanisms

-       violation of the organizational norms of labor protection.

Taking into consideration everything mentioned above the future advantages from corporate social investments implementation include improvement of the manufacturing processes (increased productivity and income levels, resources preservation under the conditions of usage of ecologically safe equipment); formation of the positive image and company reputation; stability of the human resources and advancement of their qualification; involvement of the financial resources of the special “social investments” foundations for socially-oriented programs. Thus, business implementation of the social innovations by the domestic companies will facilitate the development of existing and creation of new markets in the country, solution of the social and ecological problems, increased access of Ukrainian companies to the international markets and increased level of their capitalization, facilitation of the sustainable development of the whole country.
