TRENDS OF MODERN EDUCATION ON THE STAGE OF WORLD GLOBALIZATION

In the paper we consider the importance of education in modern world, suggest solution for overcoming crisis in educational sphere nowadays. It is emphasized that the place of education in society is largely determined by the role played by knowledge in the social development. Special attention is given to globalization as a profound impact on knowledge transfer, role of universities in educational expansion,high potential of computer and telecommunications technologies use for knowledge acquisition. The purpose of the National Strategy for Education in Ukraine for the period to 2021 is outlined.

В работе рассматривается важность образования в современном мире, предложить решение для преодоления кризиса в сфере образования в настоящее время. В статье подчеркивается, что место образования в обществе в значительной степени определяется той ролью, которую играют знания в социальном развитии. Особое внимание уделяется влиянию глобализации на передачу знаний, роли университетов в распространении образования, высокому потенциалу использования компьютерных и телекоммуникационных технологий для приобретения знаний. Изложена цель Национальной стратегии образования в Украине на период до 2021.

State of education in the modern world is complex and controversial. On the one hand, education in the twentieth century was one of the most important areas of human activity; great achievements in this field were the basis of the grate social, scientific and technological changes of the passing century. On the other hand, the expansion of education and change of its status was accompanied by a number of problems that suggest a crisis of education. Finally, in the last decade the search for solutions to the crisis of education a radical change in this area, the formation of a new educational system was undertaken.

The place of education in society is largely determined by the role played by knowledge in the people social development, their experience, skills, opportunities of professional development, and personal qualities. This role began to grow in the second half of the twentieth century, principally changed in recent decades. The revolution in information and the formation of a new type of social organization – an information society, put forward the information and knowledge to the forefront of social and economic development.

Changes in education are inextricably linked to the processes taking place in the society, political and economic life of the world community. We should analyze main trends of the world of education from this perspective. The modern world is entering the era of dramatic changes, which fundamental reason is that industrial civilization has exhausted possibilities and the need of formation of the global environment of civilization in post-industrial society with a new economic system, where the role played by knowledge of the main information of productive resources, are crucial [5].

In order to create a modern informational infrastructure in developing countries contribute not only to rising incomes of countries participating in the financing process, but mainly the socio-economic backwardness, requires the use of new technologies, both in international business, as well as in various spheres of life in the countries. This requires advanced engineering systems, and certain knowledge, skills, abilities, behaviors of the citizens of these countries. An information society requires improving of the quality of human and intellectual potential of developing countries, and thus puts forward the educational sector at the forefront of social development. The solution of educational problems, which are still there in developing countries and which further intensified in the last decade due to the rapid development of information technology, is dependent on the prospects of socio-economic development of these countries, addressing the global problem of overcoming the backwardness in the world.

Today, knowledge is the primary source of value in the information society. With social development knowledge is increasingly a source of income. That knowledge begins to occupy key positions in economic development, radically changes the place of education in the structure of social life, the value of such areas as education and economics. The acquisition of new knowledge, information, skills, focus on their renovation and development are fundamental characteristics of workers in the post-industrial economy.

A new type of economic development that was confirmed in the information society is the need for employees for changing profession several times during their life, constantly improvement of their skills. Fields of education significantly overlap in the information society to the economic sphere, and educational activities are an important component of its economic development. Not to forget that information and theoretical knowledge is a strategic resource of the country and, along with the level of education largely determine its sovereignty and national security.

The possibilities of using the Internet, which creates the conditions for obtaining any required faculty and information anywhere in the world, effect students’ attitude to educational demands. The complex interaction between the advent of digital technologies and their production is deeply affected by the economic activity [2]. Information and communication technologies have become a key component of the economic transformation, with the emergence of new industries, which distributes its effect not only on other sectors of activity, but also on all other economic activities [2]. Dominant position in the structure of the world economy moves to the informational sector and its particular segment – the economy of intellectual products. Important role in strengthening of the competitive position of the state on the global stage play information that is a key to the championship in the world market, and at the same time is a prerequisite for finding new and innovative ideas. There is a transformation of information into a strategic resource that gets priority in relation to natural, human and capital resources, and knowledge is the determining factor in the competitiveness of the national economy in the world economy. [5]

Globalization is a factor of increased competition, creates a positive trend in technology transfer, promotes best scientific, technical and technological experience, and leads to the introduction of new management decisions, which is the main principle of minimizing risk and costs. With the global communications infrastructure is also transnational dissemination of ideas, cultures and information among similar nations, and between different cultural groups.

However, since knowledge is fundamental to globalization, globalization also has a profound impact on knowledge transfer. It increases the demand for education, especially higher education, and this increases the pressure on the entire system in order to improve the quality of education, often resulting in negative educational effects [1]. An important feature of education is its global nature. This feature reflects the presence of the integration process in today's world of intense interactions between states in various spheres of public life. Education of high national priority in developed countries transferred to the category of global priorities.

Dynamic change of the global economy entails reforming in education from the simple reproduction of labor transformed into a source of emergence and growth of economically and socially active groups that can operate in a market environment [4]. The need to prepare highly skilled workers to rapidly changing conditions of labor in the world is a priority for countries and companies focused on meeting of their economic goals. Distribution of power and resources between countries and institutions often determines their global position and potential.

The benefit of higher education is increasing worldwide as a result of changes in economic production towards high-tech products and processes, but also because governments often pursue policies that increase income inequality. [1] Human resource development is an important determinant of long-term economic prospects of the country. [3]. The most important characteristic of the new state of society is change in the working content and method of inclusion of the individual in the process. The main production factor is human intelligence; development of its progressive complexity of social structures and relationships has led to the realization of the strategic value of information resources in any area of human activity [5].

Moreover, education ceases to be identified with the formal school and even university education. Any activities now treated as education, if it is intended to change the behavior of individuals and through the obtaining of new knowledge, develop new skills. Functions of education perform a variety of social institutions, not just schools and universities. The most important educational functions take the company. Thus, large industrial enterprises must incorporate departments that prepare and retrain specialists.

Universities – the engines of economic growth, making a significant contribution to the development of human capital. They stand at the center of an economy based on knowledge, as they are now – one of the main agents that provide educational services in the field of education. [2] Educational institutions are increasingly subjected to transformations in society, such as popularity of the Internet, the growing importance of e-learning, increase intellectual entrepreneurship, international cooperation and new models of partnership between universities, NGOs and business organizations.

Institutions of higher education are involved in all these changes. Education and science are key elements in shaping the global environment, knowledge-based, technology adoption, cross-border mergers. Although universities often see themselves as objects of globalization, they are also its agents. Universities compete worldwide. They are trying to attract the best students and faculty from around the world. When creating knowledge by creating innovative patents teaching "knowledge workers", spreading culture, etc. They are key players in the economy, based on knowledge [3]. Research universities are heavily linked both within and between the major leading cities, which are the basic units of globally connected world. For global cities with a high degree of participation in higher education characterized by the existence of a strong positive correlation between the high rate of enrollment of the nation or region, and its global competitive performance. Consequently, countries and regions relatively isolated from the global economy with low rates of higher education.

Today, the process of transition from the concept of functional training to the concept of personal development is taking place. The essence of this transition is not only changing the priorities of the state order for training to meet the needs of the individual. The new concept provides individualized nature of education, that takes into consideration the possibility of each person and contribute to its fulfillment and development. This will help in developing a variety of educational programs to different individual features of both students and teachers.

The principal difference between the new systems of traditional education lies in its technological base. Process elements are much undeveloped in traditional education, which relies mainly on training "face to face" and printed materials. The new educational system designed to realize the high potential of computer and telecommunications technologies. The technological basis of new information technologies allows to realize one of the main advantages of the new system of education - distance learning or as it is otherwise called, e-learning.

The development of the concept of lifelong learning, the desire to implement it in practice in society exacerbated the problem of adult education. There has been a radical change of views on adult education and its role in the modern world. It is considered as a main way to overcome the crisis of the educational system, the formation of adequate current public education system.

President of Ukraine signed a decree on the National Strategy for Development of Education in Ukraine, which defines the objectives, strategic directions and objectives of education by 2021[6].

The paper notes that the development of the National Strategy for Development of Education is in the need of fundamental changes aimed at improving the quality and competitiveness of education in the new economic and cultural conditions, accelerating Ukraine's integration into international educational space.

The purpose of the National Strategy for Education in Ukraine for the period to 2021 is to increase the availability of high quality, competitive education in accordance with the requirements of innovative sustainable development of society, economy, and to ensure personal development according to the individual abilities, to promote needs-based lifelong learning.

The document stipulates that the strategy of the national education system should be formed adequately to contemporary globalization and integration processes, requirements of transition to post-industrial civilization that keeps the movement and development of Ukraine in the first quarter of the XXI century, the integration of the national education system in the European and world educational space.

It is assumed that the key areas of the National Strategy should be updated educational legislation, improvement of the structure of the education system, upgrading of educational content, information and strengthening of human resource capacity of the education system, support for research and innovation, modernization of education management, etc.

All other things being equal, the potential of higher education in a global environment positively correlated with national wealth, quality and number of constructive measures of state support for higher education, as well as the size of the system [4]. Education should be seen as a key area of investment in today's economy, since, in the knowledge-based economy is a strong positive interdependence of industry and education in explaining of economic growth and competitiveness in the global arena.
