Curator, governing the regular thematic session functioning in any branch of the Congress, has to formulate a subject, intended for the discussions between participants of the session of the branch of the Congress, adhering to the following rules:
1.1. The subject of the session of the sectoral Congress should represent an urgent scientific and applied problem, the resolution of which would objectively contribute to the scientific progress and improve the efficiency of development of the corresponding spheres of social activities.
1.2. The subject of the session of the sectoral Congress should not be abstract and too wide in content, so that in the context of its discussion by participants, the basic subject of discussion could not be reasonably differentiated into a significant number of local issues, each of which, in its turn, would deserve tobe discussed separately, considering the level of its scientific significance.
1.3. The subject of the session of the sectoral Congress should not be too excessively narrow and locally specialized in content, so that an array of informative and analytical materials, related to the topic, was deliberately available not only to a limited circle.
1.4. The subject of the session of the sectoral Congress should not be too formal - containing ideas, which can not focus the attention of participants of the Congress on the specific scientific problem or a group of closely related scientific problems.
1.5. The subject of the session of the sectoral Congress should not contain scientifically obvious ideas that do not represent the problematic nature, or are the logical results of the definitely resolved scientific problems.
1.6. The subject of the sectoral Congress to the most possible extent should be deprived of a particular nationality of the declared problem and must have deliberately international character, oriented to the debatable solving of proper internationally urgent problem (that is, in the equal degree - for a significant number of countries).
1.7. While selecting and formulating the subject of the session, the Curator should consider the fact, that scientists from different countries, speaking different languages may take part in activities of the Congress.
