INVESTMENT IN LAND IN UKRAINE

According to the article 1 of Law of Ukraine 'On innovation activity' of 4 June, 2002 the term 'innovation' was identified as the newly formed (applied) and (or) improved competitive technologies, production or services and organizational-technical decisions of productive, administrative, commercial or other character, which significantly improve the structure and quality of production and (or) social sphere.

Innovation activity was set up as the activity directed to use and commercialization of results of scientific research and elaborations and stipulates the issue to the market new competitive goods and services [1; p.9].

There are two types of investments: internal and external. The internal investments or financial support are considered the expenses of State Budget aimed at agricultural purposes. The financial support to subjects of innovation activity for the execution of innovation projects can be provided according to the current legislation. The article 17 of Law of Ukraine 'On innovation activity' sets up that the financial support of innovation activity can be provided by means of: provision of money of State Budget of Ukraine, money of budget of Autonomous Republic of Crimea and money of local budgets; in part (up to 50 %) the non-cash crediting for the expense of that budgets under the condition of attraction for financing of project the rest of necessary money for executor of project and (or) other subjects of innovation activity, the full or partial compensation (for the expense of money of that budgets) per cents paid by subjects of innovation activity to commercial banks and other financial-crediting institutions for crediting of innovation projects, provision of state guaranties to commercial banks which provide state guaranties to commercial banks providing crediting of priority innovation projects, property insurance of realization of results of scientific research [1; p.22].

 

The increase of effectiveness of management of land resources should be executed taking into account legal, organizational, economic and other factors, especially taking into account such principles: principle of state control for execution and protection of land; principle of доступный and open register of categories of lands; principle of state regulation in the sphere of available of territories and differentiation of lands of state and municipal property; principle of realization of state policy as to the staff work and state service in the state management of land resources; principle of material responsibility of officials and (or) service persons of bodies of state management of land resources. [2; p. 57]

There should be more specialists, especially lawyers specializing in agriculture. Thus, it is important the state's attitude to this sector of economy. If the state is not paying attention to agriculture, people are not motivated to agriculture knowledge and develop this sector of the economy.

For example, when Italy was destroyed after World War II, according to the Marshall Plan, investments were provided first of all with the aim of restoring the rural economy in Italy. Just after the country developed textile manufacturing, mechanical engineering etc. The development of agriculture should be priority number one for all developing countries. The aim is to provide itself for all products of rural economy and in the event of redundancy to export surplus. Thus, other industries should be developed. It seems that Ukraine has chosen an unnatural way of development. First of all the country is going to develop its metals industry, then coal mining industry, harbors, while agriculture as the most natural industry of Ukraine is still undeveloped. A positive step forward was taken in 2004 when ‘On State Support of the Rural Economy in Ukraine' Act of Ukraine was developed. The aforementioned law stipulates such types of state support as grants for support of production of strategically important types of agriculture production, financial interventions, mortgage interventions (provision of money funds against a pledge of agricultural production), state guarantees to banks during attraction of credits by an agricultural commodity producer; partial compensation of insurance payments for obligatory types of insurance of agricultural activity.

It should be noted that 2011 year was assigned the year of modernization of agriculture complex. Thus, it is expected huge investments in the agriculture sector of economy.
